Is there a way to retreive deleted (by accident) messages from an iPhone 10? I tried a couple of third party apps using my PC, to scan iPhone and they only listed the messages I still have on my phone; not any of the few I deleted.

Your deleted messages are saved in the backup you created while the messages were present on your iPhone.
Restore that backup and you will get the messages (and other data) back from when the backup was created.

If I wipe out my ipad (which is synchronized with my phone) and do a restore, in order to restore deleted messages, with a previous restore, what happens to what I have done since the messages I have restored ?
1. Can i just restore the messages or do I have to restore the entire backup?
2.If I restore the entire back up on my iPad, I assume it will also restore the phone, since they are synched
3.what hapens to what I ( have on my phone and ipad-since the restore I choose?Is it overwritten or appended to

Thank yu so much for your assistance. I think that the restoring would get my SMS messages back, however there are several items that I have added and/or changed since the back up from a week ago, that had the SMS messages that I deleted will have to remain deleted. I feel that I have more to lose after the restore. Thanks again. I would love the opportunity to be able to just restore one or two sections and leave the remainder the same. Perhaps someday!
If the items you added and/or changed since the backup were text messages, you could always preserve them by capturing screen shots of the messages and saving those screen shots as photos to your computer.
Anyway, enjoy your Apple gear!
Actually there were photos, contact corrections, additional backups done; IOS update, calendar entries, etc. - thanks again

You must restore the entire backup. It's all or nothing.

No, that is not how it works.
The iPhone and iPad each sync to your computer. They do not sync to each other. If you change material stored in iCloud (not an iCloud backup, but actually housed in iCloud), then that material would change everywhere. Messages are not stored in iCloud.
