To help others after a lot of wasted time....
To find the Summary tab on itunes on a PC running windows , you need to get to this icon. Click on this to display the summary tab
Unlike on the mac version of itunes its not on the sidebar .

That's the only way to get the Summary tab to display on a Mac as well. The iPhone icon that shows up in the sidebar only shows what actual sync'd data you have on your device:
I only see this screen and these options when I click on the phone icon at the top of the screen:
