If I import pictures from iPhone by Image Capture, will the size be different from using Photos App ?
And if the answer is Photos App is better. Where can I change the export location?

Using Photos when you export photos the export location is set in the export dialogue for each export (in the second window - select export option (if the ful window showing export windows is not open click the v to the right of the kind field to open all options) and click export then a finder looking window opened to choose the export location)

Both options will bring over the full image. Photos will add a thumbnail to the library to optimize performance when browsing through smaller images.
If you open image capture when you plug in a device at the bottom of the page, after clicking on device, you can set the default action.
You can then select the actions you desire, two of which are Photos and Image Capture. There are other options there as well.
Importing to Photos will allow you to import Live Photos and Portrait photos, if your iPhone is taking photos in these formats.Photos can also edit the photos in the new, space saving formats, if you are using the codecs HEIC and HEVC on your iPhone.
