Your post virtually describes to a T what I am experiencing with my phone. The only minor differences are that my 6 is an S and I'm using iOS 11.3 (15E5216a). Otherwise, same problem here, and I even (have to) employ the whole screen on/off button then home button trick as you at a sorta DEFCON Ad Nauseum level (which won't really be tenable to my long term...shall we say patience level;) ). Anyhoo...
I have, unsuccessfully so far, scoured the interwebs to try and find like any modicum of effective troubleshooting advice/fix-it info on this. Your post is the first closet thing I've come across as a matter of fact. Have you been able to resolve this problemo on your end yet? Also, out of curiosity, when you are in the throes of touchscreen with your phone, have you ever noticed any specific areas/keys on your screen that are in like a deadzone? For example, often when my touchscreen becomes unresponsive and I invariably do the on/off/home button trick to revive its responsiveness, I find that the lower left corner...specifically the keyboard number toggle button is like just almost always still unresponsive. As if the key is just in a deadzone. Drives me nuts, especially especially especialy since the 6 I have now is totally brand new within the past month. Never been dropped. Replacement for my old 6S that had iOS 11.3 on it and that I accidentally broke (and it also had a cracked screen for a long time and never ever gave me any of these touchscreen issues).
