Cannot disable filevault encryption via terminal

Such a nightmare since updating to High Sierra, I accidentally started filevault encryption and it's been stuck on 20% for over a week. I ran it with screen saver off, wi fi off and it still won't finish the process. So I said to **** with it and tried to stop the process with terminal command but that doesn't work either. A few articles mentioned turning it off in disk utility in recovery console but there's no option to do that.

Here are the terminal commands I used...


1) typed fdesetup status to check progress
"Encryption in progress: Percent completed = 1"


2) typed fdesetup disable

"Error: This command requires root access".

Okay so this is actually a different message now, yesterday it asked for a password then username and then I got a "filevault not disabled (-69573) message. Does anyone know what that number code 69573 means?

I'm confused as to why I can't turn off the encryption process via terminal? That makes no sense.
Any help disabling this without taking drastic measures is greatly appreciated.
