My iPhone has 16000 photos that I need to delete from my phone but not my laptop. Is there a way to clear the hoots on my phone but not on my laptop?

If you are using iCloud photo library then all devices are synced and photos would be deleted on all. You would need to disable it on your laptop and make sure all those photos were stored and backed up there prior.
