If you mean it's locked to a carrier, only the carrier it's locked to can authorize unlocking it. If it's new, return it and buy an unlocked iPhone if that's what you need.

If it wasn't purchased directly from Apple, it is not unlocked. Can we assume you purchased it at BestBuy? If so, return it and demand a refund.

You still haven't actually clarified what your problem is... If you're getting an unsupported SIM message, the phone is NOT unlocked.
