You would have to do some experimenting in order to determine if it is the cable, the adapter or something else. It might even be a hardware problem, but only an Apple Store or an Apple Authorized service center can determine that.

If you tried everything in the support article If your iPhone, iPad, or iPod touch won't charge - Apple Support, I don’t know what else to suggest. You could very well have a dead battery and if that’s what the problem is, changing cables, power adapters and wall sockets isnt going to help.

If you take the iPad to an Apple Store, at least you will know what the problem is after they check it over. If you don’t want to buy another iPad, they may be able to replace the battery, assuming that’s the problem.
