I'll guess you are not signed in to iTunes with the Apple ID that goes with your Apple Music subscription.
Downloaded means nothing if you are not also signed in/authorized to play the music.

I am signed in and yes I have music subscriptions as well. I don’t know what else could be the issue.

Yes I have internet access. But if disconnect it to WiFi, I should still be able to play them, right? And yes I have tried to restart my iPad for a couple of times. Still nothing
Once authorized, you can play this content as you wish. The issue seems to be about iTunes recognizing you have signed in.
