Cannot restore boot on mac mini A1176

Please help. I wanted to change hdd to ssd on my mac mini, I didn't think that this can so problem. I didn't made a copy of hdd, I wanted to install new system. And now about one week I tried and didn't figure this out. How to restore boot and install fresh system? I downloaded maybe about 10 different images dmg and restored them on my usb flash drive. Mac mini do not see the usb drive as boot device. But when I put hdd with windows it see it and boots.

Completely wiped hard drive and dont know how to reinstall os? I recently wanted to make a clean installation so I wiped my hard drive and everything on my Mac Mini 2014 and I made a bootable usb on Windows and its not letting me boot the installation?

MacOS recovery commands not working to erase and reinstall OS Mac Mini does not respond to Command + R upon start-up. Trying to use disk utility to erase HD and reinstall OS. Please advise.
