Cellular service providers, a.k.a. carriers, blacklist devices. Not Apple, not third party retailers. You need to report the missing device to your carrier to get it blacklisted.


Every carrier in the USA is a participant in the USA universal blacklisting database. Other countries will be different, and carriers in other countries may not even offer blacklisting at all. But if in the USA and your carrier says they cannot blacklist a device, then ask to speak to someone senior to them as clearly that person is uninformed.


The universal USA blacklisting service went into affect years ago now, under pressure to either do so, or have the FCC force carriers to do so (under that threat of legislation, the carriers voluntarily setup the universal blacklisting service). Once it was set up, most or all Canadian and Mexican carriers also voluntarily opted into it as well.

As said Blacklisting is exclusively a carrier feature. Only a carrier can blacklist a phone any phone. Its only really applicable to the usage of carrier services as blacklisting only prevents the device from being used on carrier services if the carrier they are trying to use it on has access to the relevant blacklist.


You need to contact your cell / mobile carrier and request they blacklist the device.


i.e Blacklisting is not universal, and although most carriers in the U.S. share a black list, this does not happen in other countries. So blacklisting is in most cases not the most useful thing to do.


It doesn't matter where you bought it. It matters who your cell / mobile carrier is as only they can blacklist a phone that is being used on their services.
