Turn off WiFi Permanently

I have unlimited data on my phone plan but not of my home WiFi. Because of this I turn off the WiFi on my phone when I get home from work. With the new iOS update my phone WiFi comes on at midnight. How do I stop this?

Don't use Control Center to turn off Wifi. This was changed to only toggle off Wifi, but not fully turn it off.

Go to Settings > Wifi and turn it off

or simply say "Hey Siri, turn off Wifi"

Then you have a defective phone. Schedule an appointment at your Apple Store Genius Bar for evaluation. If I turn off Wifi in settings (not Control Center) mine behaves as it should and Wifi stays off until I turn it back on.
