I used iPhoto for a long time. Then I migrated it to photo. But it did not yet like photo add since I wanted to work with events. Now months later I migrated again to photo. Now I have three libraries. One is the old migrated iPhoto with 375 GB. And I have two new libraries for photo, Both smaller than iPhoto.
1) Is the photo library smaller?

That depends. Usually both libraries should have approximately the same size. Did you enable iCloud Photo Library? Then the new Photos Library may be much smaller than the original iPhoto Library, because Photos can store the original in iCloud and not on your Mac. The Photos Library may also be larger, if you synced your iPhoto Library with iTunes. Then the library can contain a large iTunes Photo Cache.

Did you import photos to Photos, that you did not import to iPhoto as well? In that case your first Photos Library can contain photos, that are missing from your other libraries and you need to check the last import in that Photos Library to see,ifit contains photos that you need to recover.
