Raspy Voice?
Is there a plug-in (or other technology) that'll allow me to make my voice sound rougher/raspier when I'm recording in GarageBand?

you're not going to be able to really "change your voice," but you could dirty it up with one of the distortion plug-ins, or one of the amp sims in the Amp Designer:
