After weeks of frustration & endless searching through all the Q&A's on Apple support pages, watching loads of YouTube video clips I had a Eureka moment & swapped the sim cards; BINGO! I am now up 'n' running like a train. Hope this helps? Cheers Stu
iPad 2 Wi-Fi
Yup removing or replacing the SIM card in iPad 2 seems to be the common solution to the Activation Required issue.
This ihas been a known issue and happening with a larger minority of iPad 2 users for awhile, now.
There have been quite a few postings, here in these communities, of the Activation Required issue with iPad 2 models since the end of January 2018/beginning of February 2018.
The SIM card removal solution was found by another Poster, in one of the many posts on this issue, sometime toward the end of this past February.

If your iPad is a cellular data model, locate the SIM card tray on one of the long sides of your iPad, open tge SIM tray with some fine pointed implement and remove the SIM card and then close the tray.
Then, try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.
See if this clears up the Activation Required issues.

I have already solved the problem & left my own advice, I diagnosed the issue myself because Apple support in Scarborough and Apple Online did not have the answer. I found the whole experience very frustrating therefor will never buy an iPad again.
