You can extract the music from the iPad and onto the iMac via a 3rd party App.
One such App is iExplorer (not related to Windows Explorer at all).

My situation : My hard drive crashed with no backup. I replaced the hard drive with a DDS and all my cloud info and App Store purchased were recovered. I do have several songs on my iPad and it appears that since I am now storing everything on iCloud there is no easy way to move these songs to the iMac or iCloud.
No, not directly. There is no direct way to upload music in the Music App to iCloud.
If the music was purchased from the iTunes Store, and remains available in the store, you can download it from there at any time and as such is ostensibly already in the cloud.
Music that was synced from a computer, is to my knowledge stored in iCloud when the device is backed up, and will be restored to the device when the backup is restored.
