Ipad cellular to be use as phone

I recently got iPad pro (A1674 model) and want to use it to make call and receives sms (mostly like OTP etc.)

but the iPad doesn't have the "Phone" app to make calls neither the message receives carriers messages

I'm aware of "handoff" feature but that doesn't solve the problem.

Other cellular tabs in market allows you to make/receive calls and messages just like a phone.

You need to be able to connect to a cellular service provider’s voice telephone network for regular cellular telephone calls and for SMS/MMS messaging. No iPad can do that. No iPad has ever been able to do that.

iPads are data only devices - they connect to the internet. They can do that via wifi or cellular but they cannot access cellular telephone voice networks nor use cellular telephone voice-network specific services.

You are correct that some other tablets include a cellular telephone radio. Some do not. iPads fall into that latter type of tablet.
