is apple support down right now?

I'm getting pretty tired of this customer "support" system that's in place...Can't get a live chat anymore...and if they fix a problem it's for a second....

I just want my AppleId enabled again-- already went through the whole process of regaining it and will you look at that its disabled again. I AM FRUSTRATEEEDD
