How can I recover my iwatch to pair to a new phone if I can’t recover my cloud ?

My phone was stolen I reported it they sent me a new one however in that process they managed to lock me out of my I cloud so I had to create a new one for my phone now I can’t sync my watch to this phone I need help it’s been almost 2 weeks now

Then call Apple Support back. If your Apple Watch is locked to the previous Apple ID, then the only way to remove the lock is to erase the device, but you need to know the password to do that: About Activation Lock on your Apple Watch - Apple Support

I went to login it kept saying incorrect password so I contacted Apple support they told be to recover and have w to so I did the message sent to me was a verification code I entered it in and it said I would now have to wait 12 days and instruction would be sent to the phone number I still have my same number so that was ok I just still haven’t received any information of security questions
