How to take off restriction code to reset iPhone?

If you forget your Restrictions passcode, you'll need to erase your child's device, then set it up as a new device to remove the Restrictions passcode. Restoring your child's device using a backup won't remove the Restrictions passcode.

Yes, you can. The Restrictions passcode has nothing at all to do with resetting the phone. You cannot erase or reset you phone without the Activation Lock passcode, however, which is unrelated to the Restrictions passcode.
