How do I down load apps with ios 10 onto an ipod with ios 9.3.5

Sometimes if you have another device that has a newer App and those
purchases appear to an older device via the iCloud association, there
may be an older App for the previous iOS version.
This happened to me once, where an iPhone 5c with iOS 10.3 had an
app that I wanted to get for my iPod Mini1.1 with iOS 9.3, it could see
an older version was available and downloaded the older one instead.
But not sure what stars may need to be aligned for that to happen again.
If you found the app makers detail to see if there had been an older version
could be one may appear, only if they had a supported version in App store.
More often than not, seems the newer one would displace older, instead.
