How to delete downloaded system update?

I have a system update downloaded a while back onto my iPad, but as it's now too old, it can't be installed. Do I need to delete it before checking for a newer one, and if so, how? I'm using the procedure through my Settings, rather than iTunes.

Remove and download the iOS update again

If you still can't install the latest version of iOS, try downloading the update again:

  1. Go to Settings > General > iPhone Storage.
  2. Find the iOS update in the list of apps.
  3. Tap the iOS update, then tap Delete Update.
  4. Go to Settings > General > Software Update and download the latest iOS update.

If you don’t see the update in the list of apps or if the issue happens again, you need to update your device with iTunes.

Sounds plausible, but when I tried this it seemed like it was taking an inordinate amount of time. Should it just sit there with a spinning wheel for twenty minutes with no indication that anything was really happening? I should say that I currently have iOS 9.3.4... Should I be able to go straight to 11 without installing 10? I have yet to try the iTunes method using my Mac Mini, but I'd like to know if the Settings method SHOULD actually work. What's your opinion? Perhaps I'm just being impatient? Thanks for your assistance.

Also, can I look for iOS 10 on iTunes, if I don't want to install 11 yet? I'm always a little leery of installing point-zero systems, and prefer to wait for the point-1 or -2 version, just to make sure Apple has ironed out any wrinkles. I've yet to find any apps that I wanted to use that required 11, although there are quite a few that demand 10. I also don't want to render my current older apps unusable, wherever possible.
