If you are referring to these forums, it is not a club. It is an online technical support forums, staffed by volunteers - users like you. Someone asks a technical question and anyone reading the question can post an answer (if they know how to fix the problem).
Well, it is not really a chat board because there is no live chat. It is a site owned and maintained by Apple for fellow users to help each other. Someone posts a question and it will show up in the chosen forum. Anyone in the world can read the question and post an answer here. Depending on the problem/question, you may get a quick answer or, if the person who may be able to help is on the opposite side of the world, it may take a while.
You might want to re-read the terms of use to which you agreed when you signed up. They lay out the purpose and rules of the ASC pretty well:
