The fan in my mac-book pro is loud and running constantly, what can I do to lower the noise, and why is it constant?

Many reasons. The possibility of an SMC issue was mentioned. One that seems to come up is if one of the thermal sensors is malfunctioning, where it will default to max fans until it's replaced. The most common fault seems to be when liquid is spilled on the trackpad, which contains ones of the thermal sensors.
Have you tried running Apple Hardware Test or Apple Diagnostics? That might detect an issue that would cause the fans to run continuously.
