I thought about suggesting that, but then thought maybe my comment wouldn’t last here. That’s a rather difficult thing to recommend, but it may be the only practical means for the OP.
You cannot. Apple has absolutely no presence of any kind in Iran and never has. There are no Apple stores or support services there, nor any authorized sellers, service providers nor carriers. You cannot get any kind of Apple support in Iran since Apple has no business presence there.
It won't necessarily resolve any issues with a weak battery leading to unexpected shutdowns or throttling, but you could extend the useful time of your iPhone 6 with a USB power pack or a charging case.
If you could visit the country (or can ship it to a friend there) where your phone was originally sold by Apple or an Apple authorized reseller, your battery could receive an official replacement. Where was the phone originally purchased at retail?

Your indignation is not merited. Apple doesn’t do business at all in Iran and never has. You cannot blame a company for not providing support in a nation they have no business presence in to begin with. There are no Apple Authorized Sellers nor service provider’s nor supported carriers in Iran. Any iphones being sold in Iran are used, gray market, stolen or counterfeit phones. There is no iTunes, iBooks nor App Store in Iran. Apple simply has no presence in Iran.
