I just hit this as well. For me, it only happens on playlists that contains only content I have uploaded.
When i ask Siri on my iPhone or HomePod play it Siri replies "Now Playing Playlist XXX", but nothing happens.
I found a surprising workaround. If you add any Apple Music song anywhere in the playlist, it starts working again. I have been adding Brett Black's 5 second silent track to the end of the playlist, and these playlists magically start working with Siri again.

Woah. I called Apple Support and they couldn’t me. You, my friend, are a GENIUS! I can confirm that by adding the 5 Seconds of silence from Brett Black to my playlists works!!!!!!!!

I’m also having the same issue - started with 11.3 and continues with 11.3.1. I even tried to Erase All Contents and start fresh with my iCloud back up (rather than desktop) and the problem persists. Siri will play Albums, Artists but not my personalized Playlists.
Unfortunately, that didn’t work either. She still says she is playing the playlist. But the image below comes up.
