iPhone Configuration Utility for Windows

I understand that iTunes is a music program and as such no longer has the needed functionality to rearrange/manage apps on my iPhone. I downloaded the iPhone Configuration Utility for Windows hoping it would allow me to do this, only to discover it can't see my iPhone 8 Plus.

I further understand Apple has offered Configurator 2 on the Mac platform for this purpose. Is there seriously no Windows alternative to this utility. With the incredibly overwhelming ratio of Windows-to-MacOS out there in the world, this seems terribly short sighted to me.

Any help is truly appreciated as I find it really difficult to manage apps ON the phone itself.

There's an older version of iTunes that still includes that feature.
