If they are still green, that means that the person that you are texting doesn’t have an iPhone, iPad, or Mac. Also try restarting your phone.
If they are green, that means they are being sent as an SMS and not as an iMessage. If you are sending the message to a non-iOS device user, then they willl be green. If the person you are sending them to does have an iOS device, but does not have iMessage turned on, then they will be sent as an SMS.

That isn't the only reason the message would be sent as an SMS. If the person has an iOS device, and iMessage is not turned on, then the messages sent to that device will be green. If their device is not connected to Wifi, the messages will be green.
