No Apple Pay Cash option

I set up my Wallet with my debit card but when I went into settings to turn on the Apple Pay so I can receive money, it’s not there....help?

I’ve followed the directions and it says my card it ready to use with Apple Pay. Still, when I go into settings there is no Apple Pay toggle to push.
