More information would help. Did you forget the passcode? Are you not able to sign in using your Apple ID? Is your Apple ID showing as disabled or locked? I can't open my phone can mean several things.

If necessary, contact iTunes Support. Scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
