Question: Can't log out of iCloud or turn off Find my iPhone

When I had an iPod 5 about a year ago, we switched cable companies, and that affected the email that I used for my Apple ID. I just switched to the new one, no big deal. But I kept getting a notification that I need to verify my Apple ID, and it always asks me for the old email. This stopped after a while, but since I switched to an iPhone 5S, it is happening again.

Every single time I open my phone, I get the popup: "Enter the password for (old email) in Settings." I try to sign in with the password for that old ID, it tells me that the ID is locked, and when I try to unlock it, it simply says that "(old email) is not an Apple ID". I click "Forgot Apple ID?" to try and log into my new one, but then I'm back to where I started. It also sometimes says that I need to turn off "Find My iPhone", but I can't do so because of the same reason.
