I’ve done this payment method thing for the last 20 minutes every card I have is being declined. Someone please help. I need serious answers.

When you say "everywhere else" does that include other Apple accounts or perhaps, with a Mac? In your billing information Becky's reply shows you which cards you can use ... but there are exceptions. Debit cards are now becoming increasingly unacceptable and credit cards must be supported by a bank in the same country as you reside in.
