I've got few issues with mine garage band (V10.2.0), when I click on "media browser button" I can see that I'm actually linked to mine iTunes but I can't see any tracks listed. I've tried and dragged some tracks from my iTunes to my garage band but Icouldn't do it either. All of my music is downloaded in my library (from apple music).

You should be able to make use of iTunes purchases, or CD rips, or music you've already created. But you cannot use content that comes from Apple Music with DRM. You cannot use GarageBand to work around DRM, nor should you seek to do so.

You cannot use Apple Music or anything that is in the cloud with GarageBand or other applications. To be able to so would provide a way to make a copy that would work after your subscription had ended.
