icon on desktop stuck what to do?

I took a picture of something and it is on my desktop, where it belongs. I wanted to trash it but it won't move, won't open. It's like a ghost icon. Why does this happen and is there anyway to fix this other than restart?

Also when my new computer is a MBP 15" with Retina display and touch bar. It isn't listed.

IOS is high Sierra 10.13.4 and it isn't listed either in this community.
