Identify legitimate emails from the App Store or iTunes Store - Apple Support

Did you get an email telling you about this? If so then that is a phishing mail, not from Apple. If you gave them any information then you need to go into damage control mode and change passwords or cancel credit cards if you gave them any card numbers.

If this is a popup on. your screen, try this.

Force quite safari by double tapping the home button and flicking the preview for safari off the screen. Single tap to exit the mode

Go into the settings and if you have iCloud syncing for safari turned on, turn that off.

Go into safari in the settings and throw away the history for that day

Force your iPad to reboot by holding down the sleep and home keys for 20 seconds or so. When you see the silver apple, let go and let it reboot then try again and the popup should be gone.

I tried this and did not work...
