I have a 16gb phone but i also pay a cloud. How come im out of space but i still have space in m cloud? How do i fix that??

iCloud Storage and iPhone Storage are two entirely different things. iCloud Storage does not, in any way, supplement your iPhone Storage. iCloud is a syncing/sharing service, not an external archival service.

Most cloud services are archival services, but iCloud is unique in its approach, so can be very confusing. But the overarching design is that it is intended to share data between all devices and computers that are signed into the same iCloud account and which are using the same services.
