I cannot see my photo stream in photos on my mac. all other devices sync properly

Is only the My Photos Stream album missing, or do the My Photo Stream Photos not appear in then Moments?

Even if you are using iCloud Photo Library on your Mac, the My Photo Stream Photos will sync to the Mac, only the album will not be shown.

Do you have Photo Stream turned on for both the Mac and the devices (Preferences for the Mac, Settings for the devices)? Are they both signed into the same iCloud account?

With no information the best guess is that you are using iCloud Photo Library so there is no MyPhotoStream tab
