Can i just take the ipad to a mobile phone place abd ask for a contract

Are you sure it does not already have a SIM in it? You setup cellular service on an iPad from the iPad itself. Unless you need a SIM from a carrier that is not part of the Apple SIM program (e.g. Verizon) you just need to go into settings and pick the service you want.
