New Apple ID

Hi, I bought my first iphone and I created an Apple Id but when I want to start AppStore it's said to configure my id. When I complete the payment method I choose no card and when I choose next stept it's said to contact iTunes support for complete this transaction.

App store So I recently bought iPad mini and I was setting up the Apple ID. After I did it I tried to download necessary apps but it said that this Apple ID was not used in iTunes Store and I have to I have to provide city, zip etc. I filled all the data and then it said that I have to ask iTunes support to finish the transaction. I don’t have an iPhone, also when it asked about payment I choosed “none”. Can you help me?
