Forget this network using ios11.3 not displayed

I noticed recently in settings/wifi 10-15 networks displaying in my apartment complex. There used to be the "Forget this network" Option. I do not see this anymore just the ! icon and a Dismiss when I attempt a Password entry then a message that says "Can't Join".

How do I actually delete or not display networks that are in range. Is is as simple as Disable Ask to Join Networks?
