Apple Watch Maps not working

"Maps" on my Apple Watch (Series 3, with cellular) isn't working with the following error message: "Couldn't connect because cellular data is turned off for "Maps"

How do I turn it on??

Note that this is taking place while out of range of the iphone, and other aspects of cellular service (phone calls, texts, etc) are working for the watch -- and just the "Maps" application is not working...
