Personal hotspot

Hi, I have a friend that has a mac and iPhone but can not go to wifi and see her phone connect to it and it will start up personal hotspot and connect.

It does this for mine but not for her's same iCloud account on both phone and mac all up to date too.

Any ideas? or settings
