It sounds like you are trying to migrate your data from a Windows PC to your new MacBook Air ... correct? You would need to connect both devices to either the wireless network provided by the Time Capsule or connect them to the Time Capsule by Ethernet. Then you would use the Migration Assistant on your Mac to copy over the data.
