can I make call and send text with the Apple 42mm GPS Sport Watch, Series 3?

You can call and message provided the watch has a Bluetooth connection to your iPhone, so the phone has to be nearby. It should also work if the watch and phone can both connect to WiFi, but the watch can only connect to known WiFi networks which have already been connected and authenticated at least once by your iPhone. (The watch can’t enter the initial WiFi password, it gets that from the phone)
If if you are looking for standalone calls from your watch over cellular network you need to look at the GPS+LTE versions.
