Why won’t apple accept my debit card?

I have money on my debit card and am typing everything in correctly including the address and card numbers and it keeps saying it’s declined. My boyfriend and I have the same bank account and his debit card works on his but won’t work on my account. I dont even need to buy anything, I just want to download my social media apps to my new phone
