Apple Id disabled??

Hello(: .... i have big problem please ...

My apple Id disabled .then I thought changing password and security questions maybe works but also still disabled. Why?

Also I checked my purchase histories . I saw someone pay 7.99$ for Chinese app

Note1 : this guy not me

Note2 : never inputs payment or money in this account before
