I don't see a big market for a Mac Mini anymore. Both for casual and professional use there are other devices that would do a lot of tasks much better than a Mac Mini would do. That's why Apple doesn't really care for it anymore and we're unlikely to see major updates for it.
Until Apple makes an announcement, nobody knows.
If and when Apple decides to release it.
