i forgot my password , Date of birth and rescue mail of my icloud account . Can i bypass the date of birth cause i know the answer to the security questions ?

Not sure how you can forget your date of birth but the answer is no, it's there for a reason and answering it can't be bypassed. If you can't reset the account's password yourself contact Support in the country where you are (and which is therefore the country on your account) and see if they can reset it for you : Contact Apple for help with Apple ID account security
