iclouddrive.exe on Windows 7 uses excessive network ressources

I access iCloud Drive from my iPad, iPhone, iMac and MacBook Air usually with no issue. I have installed iCloud on my work Windows 7 PC and have switched the use of iCloud Drive on. I have a 200 GB iCloud account and use about 80 GB. As far as I can tell, all have been synced.

However, the process iclouddrive.exe use excessive CPU, disk and network resources, keeping a constant about 5 Mb/s traffic (it quickly ate my 5 GB mobile network allowance).

I have seen complaints about this issue before, but I have not seen any resolution.

I notice, that the files being downloaded can be found in a folder in AppData\Local\Apple Inc\CloudKit\iCloudDrive\MMCS, and find, that the same set of nine files (they have identical size and are - as far as I can tell - identical) are being downloaded over and over.

Any ideas - before I have to disable iCloud on the PC?
