Setting Master Password on OS 10.13.4

I am attempting to set a Master Password following the article Set a FileVault recovery key for Mac computers in your institution - Apple Support. On Mac OS 10.13.4, at Step #3 in the "Create a master password and private recovery key" section, I can not locate the "Action Menu." How do I create a Master Password for filevault recovery in 10.13.4?
